    Case Study 2

    Teachers and programme coordinators of the DEEDS student exchange pilots share their insights on the administrative and legislative challenges affecting both the planning and implementation phases of a transnational student exchange programme.

    Reflective Exercise:

    Having watched Case Study 2 Video Part A & Part B discuss and reflect with colleagues and peers the lessons learned from the shared experience of the DEEDS pilot implementations. In doing so document the prevailing ground realities governing the legislative framework surrounding your school’s participation in student exchange programmes on the following aspects.

    The importance of effective forecasting and risk assessment:
    • the importance of conducting a risk assessment,
    • conducting effectively a risk assessment,
    • what aspects of the development phase, practicalities, administrative, legislative matters should a risk assessment take into consideration,
    • looming risks of failure in the absence of a risk assessment plan and forecasting.
    Introduction to the Swedish legislation regarding mobility:
    • documenting your legislative and regulatory framework surrounding exchange programmes and mobility of students.
    • dealing with a potential discrepancy between the regional/municipal and national approach of various officials,
    • understanding the rationale behind these regulations,
    • dealing with the difficulties and obstacles posed by such legislative frameworks and provisions,
    • reaching out to the local Ministry of Education for an opt out in case this is deemed necessary,
    • justifying an opt out to state authorities in an effort to acquire the necessary permissions in implementing a student exchange programme
    Reaction from partner schools – cascading effects:
    • dealing and working with first reactions, thoughts, ideas from partner schools
    • dealing and working with reactions, from parents and students,
    • the overall impact of the aforementioned on the workflow of the planning phase of a given exchange programme,
    • dealing with potential cascading effects and further complications of unexpected obstacles
    Remediating the effects of existing legislative hindrances:
    • simulating discussions surrounding the preparation of an appropriate response to the given challenge,
    • what was the plan, what was the expected response from students and parents,
    • how did you minimize the effects of an arising challenge or obstacle,
    • the impact of arising challenges to the workflow of programme coordinators and teachers,
    • assessing the solution provided and the final outcome
    Lessons learned:
    • assessing what is applicable from the advice and recommendations shared in the Case Study 2 Video to those planning future mobilities in terms of risk assessment and systemic hindrances/obstacles.
